Maintaining intellectual rigor, procedural transparency, and public accountability is vital for a scholarly journal operating at the intersection of urban science, empirical administration, and evidence-based municipal policymaking.
1. Institutional Roles & Code of Conduct
- Fairness & Impartiality: Manuscripts are adjudicated solely on intellectual contribution, methodological soundess, and relevance to urban governance, without prejudice toward the authors' institutional affiliation, nationality, ethnicity, gender, or political perspectives.
- Confidentiality: Editorial members must treat all submitted manuscripts as confidential materials and refrain from disclosing contents to anyone other than designated external peer reviewers and production staff.
- Conflict of Interest: Editors will recuse themselves from processing manuscripts written by colleagues, collaborators, or competitive entities where an objective assessment may be compromised.
- Preservation of Scientific Record: The Editorial Board assumes collective responsibility for correcting demonstrable errors by publishing formal errata, clarifications, or retractions whenever warranted.
- Constructive Critical Appraisal: Reviewers assist the editors in making informed decisions by providing objective, clear, and thoroughly reasoned evaluations supported by appropriate academic references.
- Confidential Assessment: Privileged information, analytical models, or unpublished empirical data obtained through peer review must remain strictly confidential and not used for personal research advantage.
- Detection of Ethical Infractions: Reviewers are expected to alert the handling editor regarding substantial text overlap, undeclared duplicate publication, or potential manipulation of empirical findings.
- Timeliness & Competence: Appointed reviewers must decline review assignments if they lack sufficient expertise in the manuscript's topic or foresee delays that impede timely adjudication.
- Reporting Authenticity: Authors must deliver an accurate account of research methodologies, verified datasets (e.g., regional spatial plans, municipal census, or empirical field assessments), and reproducible analytical frameworks.
- Originality & Plagiarism Policy: Submitted work must be wholly original. Plagiarism in all iterations—including verbatim lifting without attribution, inappropriate paraphrasing, and redundant/duplicate submission—is strictly barred.
- Authorship Allocation: Authorship must be restricted exclusively to contributors who made substantive contributions to conceptualization, fieldwork execution, spatial modeling, or manuscript drafting.
- Acknowledgment of Funding: Authors must disclose all institutional sponsorships, municipal grants, or research funds that supported the preparation of the study.
2. Generative Artificial Intelligence (AI) & LLM Protocols
Aligning with international scholarly publishing standards regarding emerging technologies, JPKT enforces explicit rules regarding the utilization of Generative AI, Large Language Models (LLMs), and machine-assisted writing tools:
A. Exclusion of AI from Co-Authorship
Generative AI technologies and algorithmic software cannot be attributed as an author or co-author. Legal accountability, ethical responsibility, and public liability for all empirical claims and interpretations reside solely with human researchers.
B. Mandatory Disclosure of AI Utilization
Authors utilizing generative AI platforms to support drafting, language polishing, translation, or structural synthesis must explicitly declare this application in a dedicated statement entitled "Declaration of Generative AI in the Writing Process" placed directly before the References section:
*Standard spelling and grammatical checking applications built into word-processing software do not require formal disclosure.
C. Prevention of Synthetic Data, Hallucinations & Bias
Authors must rigorously audit AI outputs to prevent "algorithmic hallucinations", fabricated literature references, distorted statistics, or methodological biases. In urban development and administrative governance studies, all spatial figures, municipal indices, and socio-economic datasets must stem from verifiable empirical field research or authorized governmental data repositories.
3. Plagiarism Screening & Sanctions Protocol
All submitted manuscripts are subjected to rigorous similarity verification through Turnitin / iThenticate prior to peer evaluation:
- Similarity Threshold: Manuscripts exhibiting an aggregate similarity index exceeding 20% (or individual source matches > 3% excluding references and established methodological formulas) will be rejected or returned for fundamental rewriting.
- Institutional Sanctions: If academic malpractice, unauthorized data fabrication, or severe plagiarism is confirmed, JPKT enforces decisive sanctions: immediate desk rejection, formal retraction of published articles with public notice, and a submission ban of up to 3 years for responsible authors.
Corrections, Errata, and Retraction Policy
In accordance with COPE Retraction Guidelines, the Editorial Board will issue an Erratum, Corrigendum, Expression of Concern, or formal Retraction if significant errors, unreliable findings, or ethical breaches undermine a published article's integrity. Retracted articles remain accessible in digital repositories to preserve the public record, clearly marked with permanent "RETRACTED" watermarks on all PDF pages.
Ethics Inquiries & Confidential Inquiries
Any concerns regarding suspected academic misconduct, undisclosed conflicts of interest, or irregular AI applications should be addressed directly and confidentially to the Editor in Chief.
