Jurnal Pembangunan Kota Tangerang (JPKT) (p-ISSN: 3046-8582; e-ISSN: 3025-4698) is a peer-reviewed, open-access academic journal established in 2022. It is published biannually in June and December by the Regional Development Planning Agency (BAPPEDA) of Tangerang City, Banten Province, Indonesia.

JPKT derives its distinctive identity from the dynamic socio-spatial ecosystem of Tangerang City—a pivotal western growth pole within the Jakarta Metropolitan Agglomeration (Jabodetabek), an international aerotropolis hub housing Soekarno-Hatta International Airport, and an established testing ground for civic digital transformation (Tangerang LIVE smart city architecture). Aims and Scope

The journal welcomes submissions from multidisciplinary perspectives encompassing political science, administrative sciences, regional and urban planning, applied socio-economics, and environmental studies. Thematic priorities include, but are not limited to:

  • Metropolitan Governance & Agglomeration Policies: Cross-boundary coordination, regional infrastructure synchronization, institutional decentralization, and urban-rural continuum integration.
  • Aerotropolis & Spatial Planning: Transit-oriented development (TOD), multi-modal freight logistics corridors, land-use zoning, and regional carrying-capacity assessment.

Publication Cycle & Double-Blind Review Workflow

To ensure uncompromised scientific integrity, methodological rigor, and impartial peer evaluation, JPKT operates a strictly regulated Double-Blind Peer Review Cycle adhering to Committee on Publication Ethics (COPE) core practices. The step-by-step editorial pathway from manuscript submission to final dissemination is detailed below:

STAGE 1 Online Manuscript Submission

The corresponding author submits the original manuscript via the Open Journal Systems (OJS) portal. The submission must include an anonymized manuscript file (stripped of author identities and institutional affiliations), title page with complete author metadata, and adherence to the JPKT journal template.

STAGE 2 Initial Desk Evaluation & Plagiarism Screening

The Editor in Chief and Managing Director conduct an initial screening for scope alignment, academic relevance, and structural completeness. Concurrently, an automated similarity check is executed using Turnitin/iThenticate (similarity threshold ≤ 20%). Submissions failing desk standards are declined or returned for preliminary technical adjustments.

STAGE 3 Double-Blind Peer Review Mechanism

Manuscripts passing preliminary screening are assigned to at least two independent peer reviewers with verified subject-matter expertise. The evaluation operates under strict double-blind protocols: the identity of the reviewers remains concealed from the authors, and the identity of the authors remains concealed from the reviewers throughout the evaluation. Key assessment criteria include theoretical novelty, methodological reproducibility, analytical validity, and empirical contribution to urban governance.

STAGE 4 Editorial Decision & Author Revision

Based on independent reviewer reports and recommendations, the Handling Editor renders one of four standard decisions: Accept Submission, Revisions Required (Minor Revision), Resubmit for Review (Major Revision), or Decline Submission. Authors must submit their revised draft alongside an itemized *Response to Reviewers Matrix* within the designated revision window.

STAGE 5 Final Acceptance, Copyediting & Galley Proofing

Once formally accepted, manuscripts enter the production stage. Technical editors execute language editing, citation standardization (APA 7th Edition), and DOI registration. Layout editors compose PDF galleys for authorial proofreading to correct typographical errors prior to publication.

STAGE 6 Online Publication, Archiving & Indexation

The final article is immediately published as Open Access under the CC BY-NC 4.0 license in the scheduled issue (June/December). Digital metadata and full texts are deposited into the PKP Preservation Network, Crossref, Garuda, and integrated indexing repositories for international academic discoverability.

This journal provides immediate, barrier-free open access to its content under the principle that making research freely available to the public supports a greater global exchange of knowledge. As part of the municipal government's non-commercial commitment to advancing scientific research and civic innovation, JPKT operates with Zero Article Processing Charges (No APC). Authors are not levied any submission fees, editorial processing fees, or publication surcharges. All operational expenditures are fully subsidized by BAPPEDA Kota Tangerang.
