Penelitian ini bertujuan untuk mengevaluasi efektivitas Bursa Kerja Virtual Dinas Ketenagakerjaan Kota Tangerang melalui analisis faktor-faktor yang memengaruhi niat perilaku (Behavioral Intention), perilaku penggunaan (use behavior), kepuasan pengguna (user satisfaction), dan manfaat bersih (Net Benefit). Model penelitian ini mengintegrasikan Unified Theory of Acceptance and Use of Technology (UTAUT) dan Information System Success Model (ISSM) guna menjelaskan keterhubungan antara kualitas sistem, ekspektasi kinerja, pengaruh sosial, kepuasan, serta realisasi manfaat platform digital ketenagakerjaan. Metodologi penelitian menggunakan pendekatan kuantitatif dengan teknik survei kepada responden pengguna Bursa Kerja Virtual. Data dianalisis menggunakan PLS-SEM untuk menguji sepuluh hipotesis utama dan sembilan belas jalur mediasi. Hasil penelitian menunjukkan bahwa Social Influence (SI), Performance Expectancy (PE), dan Total Quality (TQ) berpengaruh signifikan terhadap niat perilaku dan kepuasan pengguna, sementara Effort Expectancy (EE) dan Facilitating Conditions (FC) tidak terbukti signifikan. Selain itu, perilaku penggunaan (UB) terbukti menjadi variabel mediasi krusial yang menghubungkan kepuasan dan niat perilaku dengan manfaat bersih (NB). Secara teoretis, penelitian ini memperluas literatur integrasi UTAUT dan ISSM dengan bukti empiris pada konteks layanan publik digital. Secara praktis, hasil penelitian menegaskan bahwa peningkatan kualitas sistem, promosi sosial, dan dorongan penggunaan berkelanjutan merupakan strategi penting bagi pemerintah daerah dalam memaksimalkan manfaat Bursa Kerja Virtual. Originalitas penelitian ini terletak pada penerapan model UTAUT-ISSM dalam konteks e-government ketenagakerjaan lokal, serta penekanan pada efektivitas sistem melalui pengukuran manfaat bersih yang dirasakan langsung oleh masyarakat.

Abstract
This study aims to evaluate the effectiveness of the Virtual Job Fair of the Tangerang City Manpower Office by analyzing the factors influencing Behavioral Intention, use behavior, user satisfaction, and Net Benefits. The research model integrates the Unified Theory of Acceptance and Use of Technology (UTAUT) and the Information System Success Model (ISSM) to explain the interrelationships between system quality, Performance Expectancy, social influence, satisfaction, and the realization of benefits from the digital employment platform. The study employs a quantitative approach with a survey technique administered to users of the Virtual Job Fair. Data were analyzed using PLS-SEM to test ten main hypotheses and nineteen mediation paths. The findings reveal that Social Influence (SI), Performance Expectancy (PE), and Total Quality (TQ) significantly affect Behavioral Intention and user satisfaction, whereas Effort Expectancy (EE) and Facilitating Conditions (FC) are not significant. Furthermore, Use Behavior (UB) is proven to be a crucial mediating variable linking satisfaction and Behavioral Intention with Net Benefits (NB). Theoretically, this study extends the literature on the integration of UTAUT and ISSM with empirical evidence in the context of digital public services. Practically, the results emphasize that improving system quality, strengthening social promotion, and encouraging continuous use are essential strategies for local governments to maximize the benefits of the Virtual Job Fair. The originality of this study lies in the application of the UTAUT-ISSM model in the context of local e-government employment services, with a specific emphasis on system effectiveness through the measurement of Net Benefits directly perceived by the community.
