URGENSI PERCEPATAN REALISASI TANGERANG PAY SEBAGAI UPAYA PENERAPAN MASTER PLAN SMART CITY KOTA TANGERANG

Kota Tangerang berupaya meningkatkan Pendapatan Asli Daerah (PAD) melalui
digitalisasi sistem pembayaran dengan mengembangkan Tangerang Pay. Penelitian ini
bertujuan menganalisis potensi pengembangan dompet digital sebagai bagian dari
implementasi Master Plan Smart City. Metode penelitian menggunakan pendekatan
Systematic Literature Review (SLR). Penelitian menggunakan Integrated Model of
Communication for Social Change (IMCFSC) untuk memahami transformasi digital. Hasil
penelitian menunjukkan bahwa Tangerang Pay memiliki potensi signifikan dalam
meningkatkan efisiensi pembayaran dan mengurangi kebocoran PAD, disamping itu
diharapkan bisa menjadi wadah berbagai restribusi yang selama ini tidak resmi.
Tangerang Pay tidak sekadar proyek teknologi, tetapi inovasi untuk mendorong
perubahan sosial dan meningkatkan kesejahteraan masyarakat sesuai visi Smart City.
Abstract
The City of Tangerang aims to boost Local Revenue (PAD) by digitizing its payment
systems through the development of Tangerang Pay. This study analyzes the potential
of implementing a digital wallet as part of the Smart City Master Plan. A Systematic
Literature Review (SLR) approach is used as the research method, and the Integrated
Model of Communication for Social Change (IMCFSC) framework is applied to better
understand the process of digital transformation. The findings reveal that Tangerang
Pay holds significant potential to improve payment efficiency and minimize PAD
leakage. Furthermore, it is expected to serve as a platform for managing various
previously unofficial levies. More than just a technological initiative, Tangerang Pay
represents an innovation aimed at driving social change and enhancing public welfare
in alignment with the Smart City vision.
